Mrs. Oswald graduated from New Castle Senior High School in Lawrence County in 1972. She attained her undergraduate degree in Special Education from Slippery Rock State College in 1976 and Masters in Special Education plus Supervisor of Special Education in 1984. Her graduate thesis " Secondary Public School Principal's Self-Ratings of Their Competency to Administer Special Education Programs was published in 1984. s
Upon graduating from Slippery Rock, Mrs Oswald's first special education job was in Seminole County, Florida in a district that had just experienced desegregation. Upon accepting and completing a graduate fellowship from Slippery Rock university, Mrs. Oswald worked as a Special Education Supervisor in Tuscarora Intermediate Unit 11 and also Appalachia Intermediate Unit 8. In addition, she also had the responsibility of being the lead consultant for transition programs while employed at IU 8.
Upon her retirement from public school education, Mrs Oswald accepted a position with the Pennsylvania Department of Education/ Bureau of Special Education as a Special Education Adviser. She has worked with school districts in IU15, IU9 and currrently IU 8. Her primary responsibilities are providing technical assistance to parents and school districts and oversite/compliance of both federal and special education laws to ensure students with special needs are provided access to FAPE. Mrs Oswald has provided 42 years of services and guidance to school districts across Pennsylvania. Upon her retirement from the Bureau of Special Education, Mrs Oswald plans to continue to participate in the BSE cyclical monitoring process and other consultative activities.
She resides in the Huntingdon, Pennsylvania with her husband John. She enjoys participating as a cantor for The Most Holy Trinity Catholic Church, going to the gym and sending time with her adult children.
